ANAHEIM – When Billy Eppler took over as Angels general manager just about a year ago, he knew he was inheriting a problem.
The farm system was the consensus worst in the majors, which handicaps a club not only by its inability to produce major leaguers but also the by lack of assets to trade.
Eppler vowed to fix it, warning that it wouldn’t be a quick process.
And it hasn’t been.
As the farm system’s first season under Eppler has come to a close, if there has been progress – and Eppler insists there has – it has been subtle.
