The Reds have been heavily linked with the Belgium international, who is the brother of Chelsea star Eden Hazard, but look set to be in for a fight to secure his services with Borussia Dortmund and Atletico Madrid both interested according to Eberl.
Gladbach were keen to keep the 26-year-old, who has scored 11 goals and provided 12 assists this season, but it appears they have little choice but to accept a departure as Hazard turned down a contract offer from the club and his current deal is due to expire at the end of next season.
"Thorgan has informed us that he doesn't want to extend his contract and that he wants to leave the club in the summer to take the next step.
