Labour has been accused of 'letting the cat out of the bag' on road-charging after the party's policy document for conference pledged to pass a 'Clean Air Act'.
The proposal, drawn up by the National Policy Forum, says that the legislation would build on the pioneering work of Labour in Wales, where the administration has proposed new powers to increase road-charging schemes in the style of London's controversial Ulez on local as well as main roads.
The Explanatory Memorandum to The Environment (Air Quality and Soundscapes) (Wales) Bill, says: 'Low Emission Zones (Lezs) as they may also be referred to, provide a substantial means to help deliver our ambition.
