With fears of a Tory attack, the party is said to want to avoid giving information on its plans.
Social care and its costs are hugely politically sensitive, with MPs having been accused by those in the sector of failing to grasp the issue.
While Sir Keir Starmer is keen to reform he does not want to give the Tories a target to criticise the plans, The Observer reported.
