ALAMEDA -- The Raiders had an open roster spot after waiving linebacker Ray-Ray Armstrong on Tuesday.
They filled it the following day, promoting receiver/return specialist from the practice squad. The Cal alum was added to the practice squad last week, and has now been moved up to help fill a void in the return game.
Kickoff returner Taiwan Jones is dealing with a knee injury, and the Raiders took defensive back T.J. Carrie off punt returns Sunday after he absorbed a big blow against Detroit.
Ross could fill either role. He has experience returning kicks and punts.
