The Raiders have promoted Cal product Jeremy Ross to the active roster, where he should be expected to fill a role as a returner.
Ross was signed last week to the Raiders’ practice squad and filled the roster spot occupied by the departure of Ray-Ray Armstrong, who was waived Wednesday and picked up by the 49ers.
Ross has spent time with Detroit, Green Bay and Baltimore and has 63 career punt returns for 759 yards (12.0 average) and a touchdown and 54 kick returns for 1,389 yards (25.7 average) and a touchdown. Both scores came in 2013 with Detroit.
