The biggest step in deciding who picks where in the 2019 NFL draft was the release of the compensatory picks (see those here). Though the Raiders did not receive any compensatory picks, those designations allow us to finally say which picks the Raiders currently own in the draft.
The other factors that affect draft order are trades. The Raiders made two of them in free agency, acquiring Antonio Brown and trading away Kelechi Osemele. This is what the draft order looks like after those trades and with a little over two weeks until the draft.
