Daniel Carlson missed the point after touchdown.
The Raiders drove 75 yards in 10 plays for the touchdown, which came after the Chargers had gone up 24-20 with 4:02 remaining.
Chargers quarterback Philip Rivers threw a 6-yard touchdown pass to Austin Ekeler to cap an 80-yard, 12-play drive and give the Los Angeles the lead.
The Raiders, who got off to a flying start when Erik Harris intercepted two passes to set up a field goal and score a touchdown on a 56-yard return, never got into a good offensive flow but improved to 5-4 on the season.
