Defending champions Ghana had to settled for a 0-0 draw with hosts Cote d'Ivoire in their final Group A encounter on Monday.
The Black Queens, who had recorded back-to-back wins over Togo and Senegal, were hoping for a win to finish top of the table.
Last year's runners-up, on the other hand, were hoping for a repeat of the 1-0 win from 2018 to emerge group winners.
However, the two teams shared the spoils this time, having already secured their place in the semi-finals with two wins apiece.
The draw means Cote d'Ivoire finished as Group A winners, while Ghana ended as runners-up after three matches.
