According to head coach Shane Steichen, Indianapolis Colts starters will play in limited action to begin the team’s preseason opener against the Denver Broncos on Sunday.
Specifically, Steichen indicated that the starters “will play a series or two,” before deferring snaps to younger players (via The Athletic’s James Boyd)

Not only has preseason been shortened by a week in recent years, but it seems as though starters are now playing less and less during preseason games.
