When new Indianapolis Colts General Manager Chris Ballard weighs his depth chart at outside linebacker for 2017, he sees an empty cupboard. He sees a unit that was worst on the team last fall, perhaps worst in the entire league, and unless he orchestrates some massive changes during the coming months, could very well be worse next year.
