With Fuller back, wide receiver Keke Coutee is inactive. Coutee lost a fumble last week in a loss to the Broncos that Kareem Jackson returned for a touchdown.
The Texans' other inactives are Steven Mitchell, Eddie Vanderdoes, Joel Heath, Mike Adams, Taiwan Jones and Cornell Armstrong.
