The AFC South champions are $46.05 million under the NFL salary-cap limit of $188.2 million.
That includes a $22.55 million deal for safety Tashaun Gipson, a $15.9 million franchise tender for outside linebacker-defensive end Jadeveon Clowney, a $12 million contract for defensive lineman Angelo Blackson and a $10 million contract for cornerback Bradley Roby.
The Texans submitted a $3.095 restricted free agent tender for kicker Ka'imi Fairbairn, $2.025 million restricted free agent tenders for linebacker Brennan Scarlett and defensive tackle Brandon Dunn.
