The Texans are forming their practice squad Sunday as all of the players they cut went unclaimed off waivers.
They signed wide receiver and return specialist Steven Mitchell, according to a league source not authorized to speak publicly.

Mitchell has outstanding speed and was on the practice squad last year. Mitchell had opportunities to sign with other NFL teams for more money, but he preferred to be with the Texans.
The Texans have also signed offensive tackle Rick Leonard to the practice squad, according to his agent, Brett Tessler.
