Texans fumble return for TD overturned on Brock Osweiler pass

When Miami Dolphins quarterback Brock Osweiler was hit by blitzing Texans inside linebacker Josh Keyes in the final minutes of the first half, it was initially ruled a sack and forced fumble.

The fumble was recovered and returned 19 yards for a touchdown by rookie cornerback Natrell Jamerson.

However, the fumble, sack and touchdown were overturned by officials following an instant replay review that nullified the score.

Why?

NFL officials ruled that Osweiler's arm was moving forward and it was an incomplete pass.

According to the NFL rulebook, if a player "contacts the passer or the ball after forward movement begins, a forward pass is ruled, regardless of where the ball strikes the ground or a player.
