NASHVILLE, Tenn. — When Texans outside linebacker Brennan Scarlett smashed into Titans wide receiver Kalif Raymond in the fourth quarter, he followed the rules and led with his shoulder.

The big hit sent Raymond flying backward, but a yellow flag was incorrectly thrown and Scarlett was flagged for a personal foul. Instant-replays showed clearly that it was a clean tackle, but those kind of plays aren't reviewable under NFL officiating rules.

The resulting first down from the penalty led to the Titans scoring a touchdown that tied a game eventually won by the Texans.
