The start of the @HoustonTexans offseason program has been postponed to severe weather and flooding in the Houston area.
— Texans PR (@TexansPR) April 18, 2016Heavy rainfall and flooding have delayed the Texans OTAs two years in a row. Last year, Phase 3 was also postponed due to heavy rains that began during the Memorial Day holiday. Phase 3 is the start of 7-on-7, 9-on-7, and 11-on-11 drills, without live contact.
