The Houston Texans have employed Rick Smith as General Manager for nine seasons now. Opinions on his skills vary widely, but he's still here, and Mr. McNair and Bill O'Brien have given no indication that Smith's employment status or responsibilities are going to change any time soon. Speaking of responsibilities, one of those is managing the salary cap. Rick Smith employs Chris Olsen to negotiate player contracts and manage the salary cap, a position Olsen has held for eight years.
