It had become the all-too-familiar narrative in Green Bay. The Packers were a draft-and-develop team. Free agent signings were few and far between. When former Packers General Manager Ted Thompson did sign players, they typically worked out pretty well (I’m talking Charles Woodson and Julius Peppers well). Even still, fans never really expected a whole lot when free agency rolled around each offseason. A trade for more draft picks? Sure. But no free agent activity.
