Usually, NFL teams are built on supplementing strengths as opposed to mitigating weaknesses. During Peyton Manning's heyday with the Indianapolis Colts, the entire team was catered to providing him support and weapons. The Colts got one championship out of this philosophy, but also lost a bunch of playoff games because their under-funded defense couldn't win on the road or against New England (usually both of those things happening simultaneously).
The early-2010s Green Bay Packers followed a similar philosophy. They gave Aaron Rodgers all the weapons he could possibly want--and great up-front protection--and tried to get by with a "let's hope we're average" defense.
