Packers' best draft pick, Hall of Fame QB Bart Starr, came in 17th round

Forty-four years before Tom Brady was picked at No. 199 in the 2000 NFL draft, the Green Bay Packers selected Bart Starr at No. 200 overall. How is it possible that two of the best quarterbacks in NFL history were selected so late? Brady's draft spot fell in the sixth round. Starr's was in the 17th round of the 1956 draft.
