Do the Packers really like what they have at wide receiver?

I mean, why would they invite the former 2015 second round pick Devin Smith to come in for a workout if everyone in the building was sold on the receiving talent?
And the thing that's interesting to me is that Smith, who has only tallied 40 targets in three seasons, isn't even special. He's a guy that is mildly intriguing due to his blazing speed. That's it. His catch percentage is pedestrian and he has a long injury history. In 2015, he suffered a torn ACL in his right knee and two years later, he tore the ACL in the same knee.
