After Vince Lombardi and before Brett Favre the Green Bay Packers were stuck in the wasteland of NFL mediocrity. And mediocrity was often the kindest description Packer fans gave it.

Fans would feverishly stick a new “The Pack Will Be Back” or “A Fresh Start with Bart” bumper sticker on the back of their Pontiacs, to start a new season. But, after close to 20 years the reality of recruiting players to Green Bay had sunk in. The Packers had the reputation as a poorly run team.
