The Green Bay Packers finished third in the NFC North with a 7-9 record and have holes that need to be addressed to get back to the playoffs in 2018. Green Bay enters 2018 with $21.2 million in cap space, which is the 22nd most in the NFL. As such, they are expected to make some notable cuts this offseason to create more space to address those needs. Here are the four biggest free agents the Packers should target this offseason:

1) CB E.J. Gaines
Green Bay's secondary has been one of their biggest weaknesses over the past several years and is the area they're expected to try and upgrade the most this offseason. Gaines may not be a true No. 1 corner, but he's definitely a quality starter. Green Bay probably won't get into a bidding war for his services, but with new general manager Brian Gutekunst, they're not going to shy away from going after players of Gaines' ilk.
2) S Eric Red
Sticking with the secondary, Reid would be an excellent addition on the back end of that group. At 26 years old, Reid is still a young player who has proven to be one of the better cover safeties in the league - when healthy. He has missed 12 games over the last two seasons, but that may just drive his price down.
3) TE Jimmy Graham
Looking for a new red zone target after the failed Martellus Bennett experience? Enter Jimmy Graham, who - after catching 10 touchdowns this season - likely won't be back in Seattle due to their salary cap situation. His age (31) and limitations as a blocker could drive the market price down for him, and if it hits a certain point, the Packers may very well get involved.
4) OG Andrew Norwell
The offensive line is another area where Green Bay is looking to improve, and Norwell figures to be one of the best interior linemen available and would be a great start at fixing that line. The Packers would likely have to give him a sizable contract to get him, but if they decide to really address this need, he's at the top of their list.
