ATLANTA -- Georgia State receiver Penny Hart earned another preseason accolade as he was tabbed to the 2018 Biletnikoff Award Preseason Watch List. The Watch List was announced Thursday by the Tallahassee Quarterback Club (TQC) Foundation, Inc., the Florida-based creator and sponsor of the Biletnikoff Award, which annually recognizes the outstanding FBS receiver in college football.
Last month, Hart was named a preseason third-team All-American by Athlon Sports, which rated him the No. 6 receiver in FBS.
But the redshirt junior from Roswell, Ga., actually enters the 2018 season ranked No. 1 among active FBS receivers with 2,281 career receiving yards (2,281) and 17 touchdown receptions and fifth with 153 receptions.
