Smart spoke publicly for the first time on Wednesday about 2016 recruit Brian Herrien because the New Manchester High running back sent in financial aid papers to Georgia after he held a signing ceremony Tuesday at his school.
Georgia confirmed Wednesday that those papers are certified.
