Official insists Taylor did commit a penalty

Aaron Rodgers' ESPY-winning Hail Mary against the Detroit Lions wouldn't have been if not for a face-mask penalty on Devin Taylor on the second-to-last play of the game that gave the Green Bay Packers one final untimed down.

Carl Cheffers, one of two officials who threw a flag on that play, said today that he thought Taylor committed two infractions on that play, a face mask and horse collar.

"I think it was a facemask, I think it was a horse collar. I think it was an illegal tackle," Cheffers said during a video presentation to reporters about rules changes for the 2016 season.
