He had a helmet, he was taped up and he took part in the individual portion of drills open to the media.
He wasn’t the lonely bystander tossing a football up to himself while watching drills, as he has been the last nine weeks.
Carter, the team’s third-round draft pick, returned to practice for the first time since being placed on short-term injured reserve before the season began because of an ankle injury.
