24. Washington
Washington has been a team seemingly on the verge of a breakthrough for years, but just can't get out their own way. Injuries, executive mismanagement and off-field drama have marred a potentially great period of football in the Nation's Capital. Unfortunately, the period of potential success has most likely ended without anything to show for it, as the team enters a period of rebuilding.
