While president of football operations/general manager John Elway usually prefers to keep two quarterbacks on the roster, Kelly’s play in the preseason likely has done what Trevor Siemian's did in 2015 -- force the Broncos to keep their developmental prospect on the active roster instead of risking exposing him to waivers to get him to the practice squad.
