The Dallas Mavericks have just signed Houston Rockets restricted free agent Chandler Parsons to a multi-year offer sheet, per Marc Stein of ESPN.com.
According to Stein, the three-year deal would pay Parsons quite handsomely to join forces with future NBA Hall-of-Famer Dirk Nowitzki:
ESPN sources say Mavericks and Rockets RFA Chandler Parsons have reached agreement on three-year offer sheet worth in excess of $45 million

Yahoo! Sports' Adrian Wojnarowski is reporting that the Rockets and Parsons worked diligently on a deal earlier in the day - to no avail:
Houston and Parsons, a restricted free agent, negotiated throughout day, but were unable to come to an agreement on a deal, sources said. — Adrian Wojnarowski (@WojYahooNBA) July 9, 2014
Parsons will sign his offer sheet with the Mavs early tomorrow, with the Rockets having 72 hours to either match or let Parsons walk in free agency:
Restricted free agent Parsons, I'm told, will sign deal early Thursday ... after which Houston will have three days to match Dallas' offer

As of this point, there is no word on whether Houston will pay to retain Parsons. However, it's not looking like they will at this point:
No clear answer yet on Rockets matching sheet, but GM Morey had been on phone w/ agents for Ariza, Deng and Pierce today, sources tell Y.
