The Cleveland Indians may have had some preliminary interest in bringing back starting pitcher Justin Masterson in free agency, but it doesn't appear they were every fully committed to the idea of facilitating a return.
According to Paul Hoynes of the Northeast Ohio Media Group, the Indians basically spun their wheels on Masterson while other teams lined up to register interest:
Indians kicked the tires on Justin Masterson, but were never really "all in' on bringing him back.

Masterson had an extremely disappointing 2014 season, finishing up 7-9 with a 5.88 ERA in 128.2 innings between the Indians and St. Louis Cardinals. Things got so bad for Masterson in St. Louis, that he was demoted to the bullpen at one point.
Regardless, several teams appears to banking on a return to form for the 30-year-old, with the Texas Rangers and Boston Red Sox both making bids on the right-hander on Monday.
