Wide receiver Dwayne Bowe and cornerback Justin Gilbert are back to being inactive for the Browns.
Bowe will be inactive for the sixth time and Gilbert for the third time in 10 games when the Browns (2-7) face the Pittsburgh Steelers (5-4) beginning at 1 p.m. Sunday at Heinz Field. Both are healthy scratches.
Bowe joined the Browns in March by signing a two-year, $12.5 million contract, which includes $9 million guaranteed. But he has been a huge disappointment.
Gilbert was the eighth overall pick in last year's draft, but he has only played defense twice this season, appearing in other games as a kickoff returner.
