When the Browns took quarterback Tim Couch from Kentucky with the No. 1 overall pick in 1999, many expected winning football to return to Cleveland like in the late 1980s. Unfortunately, the Browns have only had two winning seasons since their return and one lonely playoff loss.
For so many years fans have been given hope in the offseason just to have it quickly sucked away by a dysfunctional team and a losing culture.
