According to Ian Rapoport of NFL Network, Cleveland Browns general manager Ray Farmer has had nothing but gushing positives to say about former Clemson wide receiver Sammy Watkins -- despite the Cleveland Browns acting like he doesn't exist during the pre-draft process --

If Farmer and Pettine are sold on exploring other options with their fourth overall pick in the 2014 NFL Draft, it is possible that Farmer is using Watkins' name as a smokescreen in order to up potential trade value if the Browns decide to trade their fourth pick with a team somewhere in the 5-15 range.
Other than that, it may just be a matter of need trumping talent -- with the Cleveland Browns exploring options they deem more pressing than wide receiver at #4.
