GOODYEAR, Arizona – Before the start of spring training, baseball’s pace of play initiatives were back in the news. Major League Baseball and the players’ association exchanged rule change proposals within the past month.

A universal designated hitter? A 20-second pitch clock? A three-batter minimum for pitchers?

They were just proposals from one side to the other. None are expected to be implemented for the 2019 season. Commissioner Rob Manfred told the Associated Press last week that he hoped many of the proposals would be a part of broad discussions that continue past Opening Day.
