The Oakland A’s, who had the worst record in baseball and the best odds for the top pick, dropped to No. 4.

The Cubs, who began the lottery ranked 17th among the teams who had a chance in the lottery, moved up three spots to 14th because the Yankees, Mets and Padres, all of whom missed the playoffs, were ineligible to move up because all three went over the second level of the luxury tax.
