The Cubs announced Friday that they have reinstated right-handed pitching prospect Oscar De La Cruz from the restricted list following an 80-game suspension for testing positive for a banned diuretic and masking agent. The 24-year-old has made three rehab starts with the Myrtle Beach Pelicans this season, going 1-0 with a 1.20 ERA over 15 innings.
