Currently the Chicago Bears roster is full, but that does not mean anything in my opinion. No reason to not make a move just because the team has 90 active players on the roster. As the season gets closer to truly happening (with or without fans), teams will need to shave the roster down to 53 players (55 technically depending on who is kept).
When a team has a full roster, it should not stop them from continuing to look for better talent. As other teams make cuts, Ryan Pace could find that player a better home here in Chicago.
