Known troublemakers who support Manchester City and Chelsea will be forced to surrender their passports for the duration of the Club World Cup this summer.
Around 150 fans will be unable to travel to United States while the competition is being staged.
Letters demanding they surrender their travel documents to the police will be sent out in the next few days.
Failure to comply could result in an six-month prison term or an unlimited fine.
The measure with therefore prohibit any supporter of the two clubs who have a football banning orders.
