Question: Can Cal ever compete?

A mere 17 different teams out of 128 current FBS programs have won 2 or more of the 80 championships (some years had 2 or 3 champions in a split) since 1945. Add in the 13 one-time winners and you have a whopping 23% of schools that have won at least one championship out of the last 80.
