Vincent Kompany's side were held to a 1-1 draw with Forest after Lyle Foster's late strike was ruled out by the video assistant referee for a handball in the build-up.
Replays showed the ball glancing the arm of Burnley's Sander Berge just moments before he squared it for Foster to tap in.
