The Buffalo Bills certainly were busy during the 2019 offseason, bringing in 19 players through free agency, and adding several more impact additions in the NFL Draft. With the quality of talent added to the Bills’ roster, ESPN assigned the Bills an above average grade for their offseason, trailing only the Cleveland Browns (elite grade) among the most-improved team during the offseason.
