The Philadelphia Eagles come in at No. 1, while the Bills don’t show up until all the way down at No. 23. The Miami Dolphins have the honor or rounding things out at No. 32.
This makes a bit of sense if you take the roster as it stands now, without a sure thing at quarterback, but it still seems a bit low.
