Baylor could face financial penalties from the Big 12 if it does not complete proposed changes in the wake of a sexual assault scandal that has rocked the football program and campus.
The conference announced it would withhold 25 percent of future revenue distributions from the school pending an outside review of Baylor's compliance with Big 12 bylaws and federal Title IX regulations. The Big 12's board of directors voted in principal to implement the measure at its meeting Friday but delayed the announcement until Wednesday.
"By taking these actions the board desires to ensure that the changes that were promised are actually made and that systems are in place to avoid future problems," said Oklahoma President David Boren, the chairman of the board of directors, in a statement.
