The reasoning

Perriman, a 2015 first-round pick, hasn’t done enough to sew up a roster spot yet. Still, the Ravens spent more than $649,000 to give him the chance to impress during training camp, so I have a hunch they’ll keep him around, so long as he proves capable of chipping in on special teams. With Perriman in the fold, Baltimore might have to choose between Scott (a fourth-round rookie) and Lasley (a fifth-rounder).
