Here’s my take on the decision to activate Rule 5 right-hander Jason Garcia from the 60-day disabled list and put him on the Orioles’ 25-man roster now that his minor league rehabilitation assignment has expired.
It’s risky for a playoff-chasing team because it doesn’t make the current club better, and that’s what is supposed to happen in a pennant race.
But this move clearly is about 2016 and beyond. Garcia is only 22 and can throw a ball through a brick wall. The Orioles system doesn’t have many arms like his, and because of that, respected evaluators within the system think Garcia is a worthy investment.
