High tensile fence is a good idea to overlap the fence boards to compensate for the natural contraction of wood. A fence with boards placed tightly together can look firm when it is new, but as wood ages, the doors open and become easy to see through. You can counter this by hanging boards on both sides of the rails. Overlapping all boards about one-third of the board’s width is cheaper than barbed them, but it will be more expensive on a two-layer fence. However, it will remain peep-proof.
