Hillary Rodham Clinton will call Monday for a $350-billion federal commitment to reducing higher education costs for millions of Americans, part of an overhaul she seeks that would also cut student loan interest rates and make it easier to repay college debt.
In announcing her plan at a town hall meeting in New Hampshire, Clinton, the Democratic presidential front-runner, will try to enlist players beyond Washington. As part of what she calls the “New College Compact,” state governments, colleges, universities and students would play a role in addressing the affordability of higher education and debt from it, which have become major issues in the 2016 campaign.
