As chief of staff Doug Stamper on “House of Cards,” Michael Kelly has gone to great lengths to demonstrate his loyalty to now-President Frank Underwood. Coming off a whirlwind second season, in which he was hit repeatedly in the head with a rock and left for dead in the finale, Kelly’s Stamper came to the forefront in the Netflix drama’s third outting.
A through-line in the third season was how Stamper, no longer part of Underwood’s brain trust, went to work for Underwood’s presidential rival Heather Dunbar as a way to climb back to his top position in Underwood’s cadre.
